HomeMy WebLinkAbout01-13-19 Minutes of the Pulaski Town Council special called meeting held at 8:00 a.m., Saturday, April 13, 2019 at the Pulaski Senior Center at 106 N. Washington Avenue. In attendance were: Mayor: David L. Clark, presiding Councilmen Present: G. Tyler Clontz, Brooks R. Dawson; Gregory C. East, Joseph K. Goodman, Lane R. Penn, James A. Radcliffe Administration: Shawn M. Utt, Town Manager Nichole Hair, Deputy Town Manager Call to Order. The meeting was called to order at 8:00 a.m. by Mayor Clark. Roll Call. Following the call to order, the roll was taken. Present were: Mayor Clark, Mr. Clontz, Mr. Dawson, Mr. Goodman, Mr. Penn, and Mr. Radcliffe. Mr. East was absent from roll call. Given that a majority of Council was in attendance, a quorum of members were present for the conduct of business. Discussion of Community Development. Mayor Clark provided Town Council with a summary of the progression of events that involved the staff of the Community Development Department (CDD), focusing on "wins" over the past three plus years. Mr. Utt then provided Town Council with a brief summary of the goals he has for the Community Development Department (CDD), including (1) Strengthen the Town's Tax Base, (2) Expand Employment Opportunities, (3) Improving the Business Climate, (4) Increase Private Investment, and (5) Ensure Proper/Safe Development throughout Town. He admitted these were higher-level goals and that role-specific goals may be what Town ICouncil is looking for. He also reviewed the current organizational chart for the CDD which breaks the department down into four sectors: Economic Development, Development Enforcement, Quality of Life, and Grant Projects. He noted that the packet that was provided prior to the meeting included the staffing of the CDD as well as each staff member's roles. A great amount of discussion ensued about the need to make sure employees of the CDD are held accountable and have ownership of their respective roles as well as the need to make sure a clear point of contact is known for each "project" and function. Following the comprehensive discussion, Town Council requested that the Town Manager and Deputy Town Manager work with the staff of the CDD to develop job-specific goals for each position that can be measurable to reportable. By requiring the employees to develop their own goals, each member of staff would be better empowered to help the Town move forward. The goals will be reported at a future meeting of Town Council and will follow on a monthly basis in the CDD's monthly report that is included in the first weekly summary of each month. Future Meetings and Adjournment Mayor Clark reminded Council of the Council work session scheduled for April 16th at 5:00 p.m. There being no further business, Mr. Penn moved to adjourn.
