Resolution Confirming the Mayor's Proclamation of a Local Emergency
(COVID-19 Virus) (Code of Ordinances Chapter 30; Article II; §§30-32, 33)
WHEREAS, the Mayor of the Town of Pulaski is given the authority under Town's Code of
Ordinances §§30-32 and 33, to issue proclamations in the event of a civil emergency; and,
WHEREAS, the World Health Organization characterized the spread of the COVID-19 virus as
a pandemic on March 11, 2020; and,
WHEREAS, the Governor of Virginia declared a state of emergency on March 12, 2020 related
to the COVID-19 virus; and,
WHEREAS, the COVID-19 virus and its continued spread pose an imminent threat to the public
health and safety of the residents of the Town of Pulaski and the consequences of the virus are
of sufficient severity and magnitude to warrant coordinated local government action to prevent
or alleviate any potential damage, hardship, suffering, or possible loss of life; and,
WHEREAS, because of the imminent threat to the public health and safety to the residents of
the Town of Pulaski arising from the COVID-19 virus, Mayor David L. Clark, acting in his
capacity as Mayor, proclaimed a local emergency on March 21, 2020 pursuant to the Town's
Code of Ordinances §§ 30-32 & 33; and,
WHEREAS, given the Governor's declaration on March 12, 2020 and the immediate need for
local emergency action to begin, the Town Council of the Town of Pulaski could not timely
convene to give its prior consent to the Mayor's proclamation.
NOW THEREFORE be it RESOLVED by the Town Council of the Town of Pulaski, Virginia,
sitting in regular session this 31St day of March 2020, that the Town Council confirms and ratifies
the proclamation of a local emergency by the Mayor on March 21, 2020.
This resolution is effective upon adoption and is hereby adopted this 31St day of March 2020 by
the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as follows:
