Chambers at 5:55 p.m. on Thursday, October 1, 2020.
Mayor: Shannon Collins, presiding
Councilmen Present Brooks R. Dawson; Greg East
Lane R. Penn; Michael Reis
Staff: David Quesenberry, Clerk of Council
Mayor Collins called the Council to order at 6:04 p.m.
Roll was then called with Mr. Dawson, Mr. East, Mr. Penn and Mr. Reis present. Absent were
Mr. Clontz and Mr. Radcliffe.
Mr. Dawson moved that the meeting be reconvened from recess. The motion was seconded by
Mr. Reis and approved by affirmative vote of Mr. Dawson, Mr. East, Mr. Penn and Mr. Reis.
Mr. Reis then moved to go into Closed Session under Va. Code 2.2-3711 (a) (1) concerning an
interview with a prospective employee. The motion was seconded by Mr. East and approved by
an affirmative vote of Mr. Dawson, Mr. East, Mr. Penn and Mr. Reis.
Council entered Closed Session at 6:06 p.m. and returned at 8:45 p.m.
Mr. Dawson moved that Council only discussed the single matter under Va. Code 2.2-3711 (a)
(1) regarding a personnel matter concerning an interview for prospective employment. The
motion was seconded by Mr. Reis and approved by the affirmative vote of Mr. Dawson, Mr.
East, Mr. Penn and Mr. Reis.
Mr. Penn then moved to adjourn. The motion was seconded by Mr. Dawson and approved by
unanimous voice vote of Council at 8:46 p.m.
