Resolution of the Pulaski Town Council Authorizing the Preparation and Filing of an Application for
Grant Funds Through the Virginia Department of Housing and Community Development's
Community Development Block Grant Program
WHEREAS the initiative to preserve and repurpose the historic Calfee Training School as the Calfee
Community & Cultural Center has engaged over 500 Pulaski residents to date, including the alumni of the
Calfee Training School, the Calfee Community & Cultural Center Board of Directors, parents of preschool -
aged children, and local employers;
WHEREAS the future CCCC will meet many of the community's needs in terms of childcare, food security,
local food economy, digital literacy, and well-appointed meeting spaces;
WHEREAS the Pulaski Redevelopment and Housing Authority has agreed to transfer the property, valued
at $313,000; and
WHEREAS an $80,000 Virginia Outdoors Foundation grant has been committed and a $10,000 donation
from the Pulaski First United Methodist Church have already been secured for this project;
WHEREAS the Town has also applied for a $500,000 Appalachian Regional Commission grant, a $500,000
National Park Service grant, and a $150,000 National Trust for Historic Preservation to support this
initiative; and
WHEREAS the balance of the project costs will be covered by state and historic tax credits and local/private
donations; and
WHEREAS, it is ,projected that 97 Pulaski County families will benefit from the implementation of this
project, of which at least 64 will be low -and -moderate income persons.
NOW, THEREFORE be it RESOLVED by the Town Council of the Town of Pulaski, Virginia, sitting in
regular session this 2nd day of March 2021, that, pursuant to two advertised public hearings, the Town of
Pulaski wishes to apply for $1,500,000 of Virginia Community Development Block Grant funds for the
Calfee Training School Adaptive Reuse Project.
Be it FURTHER RESOLVED that theTown Manager is hereby authorized to sign and submit all appropriate
documents for the submittal of this Virginia Community Development Block Grant proposal.
This resolution is effective upon adoption and is hereby adopted this 2nd day of March 2021 by the duly
recorded vote of the Town Council of the Town of Pulaski as follows:
