Mayor asked for a motion to go into closed session for the following items: Va: Code 2.2-3711(A)1- (1 item) -.discussion of personnel matter Va.. Code 2:2-3711.(A) 8 (3 items) — consultation. with legal counsel Motion was made by Mr. Penn to go into closed session, seconded by Mr: Clontz. Lane Penn Aye James A. Radcliffe Aye Books R. The Mayor requested a certification motion which was made by Mr. Dawson, seconded by Mr. Penn that only the following items were discussed: VA. Code 2.2-3711(A)1 (l item) - discussion of personnel matter . Va. Code 2:2-3711(A) 8 - (3 items) — consultation with -legal counsel The motion was approved on the following roll call vote. Mayor Welcomed Guests and Visitors. 6. Police Chief Jill Neice announced and introduced 5. Promotions within the Pulaski Police Department. Sergeant John Saul promoted to Lieutenant Corporal Anthony Thompson promoted to Sergeant Detective RickRiddlepromoted to Detective Sergeant (not present) Corporal Josh Day promoted to Sergeant Officer III Bryant Cox promoted to Corporal - Page 1 of 3 / October 7, 2021 7. Public Hearing = Case —2021- Brady Deal had provided a detailed report on the regulations for development of multifamily parking and Mrs. 'Burcham indicated the recommendations were a compromise of developer desires and consistency with neighboring jurisdiction requirements. Mayor opened Public Hearing/Mayor closed the Public Hearing Mr. Dawson made a motion to approve the amendment with requisite ordinance being placed on next meeting agenda, Mr. Reis seconded. Free Store, Hazel Wine.came to share information about their facility, located at 260 W. Main in Dublin. This facility helps people in need. 9. Consent Agenda. East. Aye Michael P. Reis Aye 10. Resolution 2021-47 Approving the Purchase of Properties. Mrs. Burcham informed council of the, tax sale and the, plan to use these properties to develop housing on the south side of town. Mr: -Reis made the motion, which was seconded by Mr. East. Resolution 2021-48 Amending Pay & Classification: Mrs. Burcham inforrned:council.that 2 open- positions .were inadvertently left off the latest plan adopted by council. Council Comments:, Mr. East mentioned identifying mowing -the entrances of Rt. 99 and Rt. 11 as a priority of the Town and asked staff to evaluate contract mowing. Mr. Radcliffe mentioned lighting Jackson Park for the Fire Parade. - Page 2 of 3 / October 7, 2021 Mayor. Collins added .that. the, lamp posts in the park need new flags. Mayor Collins also commented. that we should place lights in the Gazebo area. Mr. Reis added that the buzzard issue needs to be addressed again. 13. Manager Report: Mrs. Burcham discussed the evasive plant issue and cleanup work with - Virginia Tech. Gauge and FOPC Volunteers off Dora Highway. Mrs: Burcham mentioned that - our. -grounds keeper, will work with Friends of Peak Creek to remove some plantings both today and in the.future: Mrs. Burcham discussed the plans for the new Skatepark and the cost to put the proper ramps in place. All council members shared their thoughts .on the skate parkas well as cleaning up 6' St. park and:making the tennis court -a Pickle Ball Court. Council agreed thatthe_site on 1' St should retain.plans for a basketball court. Mr. East questioned the value of the Donor Plaza. Ideas for the plaza included recognition for veterans and those who were most. impacted by the pandemic. 14.
