Reis Aye Also present were Darlene Burcham, Town Manager and Spencer Rygas, Town Attorney. 2. Mayor asked fora motion to go into closed session for the following items: Va. Code 2.2-3711 (A) 1— (1 item) - discussion of a personnel matter. Va. Code 2.2-3711 (A) 8 — (2 items) — consultation with legal counsel on a legal matter. Va. Code 202-3711 (A) 3 — (1 item) - acquisition or dispositionof publicly held real property. Va. Code 2.2-3711 (A) 5 — (4 items) — discussion. concerning a prospective business or an expansion of an existing business where a previous announcement has not been made. Reis Aye 7:07 p.m. Public Session 3. Certification of closed session. The Mayor stated that not all items were discussed and will need further discussion once the public session is concluded. Va. Reis Aye 4. There was one modification to the Public Session. Under item 13. Consent Agenda should be for October 19, 2021 minutes. 5. Mayor Welcomed Guest and Visitors. Page 1 of 5 / November 03, 2021 6. - Special Introductions.. Captain Hudson introduced two new hires for the Town of Pulaski Police Department. First was Officer Robert Weber. The next was Officer Andrew Doney. Both officers are graduates of Radford University in Criminal Justice. 7. Presentation. Karen Gerlach and Josh Carol introduced the Friends of the Draper Mountain; a group of bike and hiking enthusiasts that have adopted Draper Mountain, and explained the positive possible economic impact these trails could have. This group works to keep the mountain clean of trash and performing maintenance on the biking and hiking trails. They asked for the Town to help . there promote these trails as a possible park and to name the trail the after their spearhead founder, Mike McMillion. Mr. East agreed with naming a trail after Mike McMillion but would -defer to Mrs. Burcham on the best way to approach this. Mrs. Burcham expressed her concerns with Town staff overseeing the maintenance and advertising since we no longer have a Rec Department and she would have to defer to Legal Counsel regarding the liability the Town would take on. She agrees that this request warrants further discussion with the Council. 8. Discussion of naming the skatepark. Mr. Radcliffe presented the Council idea that the skatepark and basketball court be named for citizens who made a positive impact on the community and these names, be rotated every 2 or 3 years. Mr. Reis wanted to clarify that the.park name will be consistent but the dedication names will rotate, to which the council agreed. Mr. Radcliff suggested that the skatepark be named for the late Matthew Akers. Motion was made by Mr. Radcliffe, second by Mr. Penn that the late Matthew Aker's name be approved for the skate park and a plaque placed at park for a two-year period. Lane Penn Aye Brooks R. Mr. Radcliffe suggested that the basketball court be named for Lane Penn. Council members agreed and put it to a vote. Motion was made by Mr. Radcliff, second by Mr. Dawson Lane Penn Abstain James A. Debbie Mohay from Dora Highway spoke to the council about her unfortunate experience with a recent water main break that stained the majority -of her clothing and linens. She first wanted it to be known that all the Town staff she spoke with were very nice and professional. She asked that her water bill be voided of the charges accumulated during this period since the water was not usable and she was instructed to let the tap run all day in the hopes of flushing the lines, which did not help due to the problem originating from a Town valve left shut Page 2 of 5 / November 03, 2021 when repairing the original break. Council agreed that the bill will need to be looked at again to see what can be done. Mrs. Mohay also suggested for future incidents like this that the Town offer laundry vouchers or bottled water to help citizens. Mrs. Burcham stated that water was being hand out at Calfee Park, but she will look into the matter of Mrs. Mohay's water bill. 10. Council Agenda. Reis Aye 11. Ordinance — NRV Passenger Rail. Mrs. Burcham reported that plans for passenger rail service are moving very rapidly towards the creation of a passenger rail station in the Christiansburg area. While theyare.still looking at several locations and have yet to finalize the precise location, -it is to. the area's advantage for all the jurisdictions to go ahead and pass the'ordinance indicating their intent to participate as one of the localities in this authority, that will be eventually created. All that participate will have voting membership. She recommended the council pass this ordinance since it has also been passed by several jurisdictions in the New River Valley. Mr. East asked regarding the ordinance with several localities participating, do we need to identify in any particular way or by just our ordinance. Mrs. Burcham replied that stated in the body of the ordnance it is by the Town .Council of the Town of Pulaski. Virginia. Mr. Reis agreed that it -looks like it just pertains to us. Mrs. Burcham specified that once the ordinance has passed an authority will be created. Mr. East said that an ordinance number needs to be assigned. Reis Aye 12. Resolution — 2021-49 Amendments to the Town Personnel Manual. Ms. Burcham reminded Council they have been provided with a brief summary of changes to the personnel manual that has not been updated since 2014, even though the current and previous Councils provided updated items. A complete review was conducted on the document to try not only to simplify the existing policies but to also identify any inconsistencies. Changes that are particularly, important to the Council and our employees have been identified in the.packet. Noting that the major changes related sick pool, FMLA and family definition of for nepotism and policy and update drug policy. Mrs. Burcham reported that this resolution has two items to be carried forward from previous year's budget, a small amount for fire insuranceprogram and a balance from the Cares Act, that will be added to the current year's budget, amending .the original total to $9,103,3 82.14. for the fiscal 2021- 2022 year. . East Aye Michael P. Reis Aye 14. Council Comments. Mr. Reis .wanted to thank all members of the Town and staff for a fantastic and safe Halloween. Mr. Collins added that the new gazebo lights look great and by adding those lights it looks safer. 15. Manager's.Report. Mrs. Burcham told council they have already mentioned the success of the Town Halloween celebration and the lighting of the gazebo. She stated that the. Town is in the process of replacing several hundred bulbs in, preparation for the Tree Lighting and Christmas Parade. She reminded Council of her request to have the second December Council meeting on the 21 It, as that will affect the scheduling of a zoning matter. If this doesn't work for the Council the meeting can be scheduled for the first of the year. Council members saw no issue with holding the meeting on December 21,2021. Mr. East wanted to thank Mrs. Burcham for everything she is doing and her staff for getting the organization running like a well-oiled machine. 16. Reminder of Future Council Meeting and Adjournment. a..
