1. Mayor called the Meeting to Order at 5:02 p.m. and asked for roll call

Also present were Darlene Burcham, Town Manager and Spencer Rygas, Town Attorney
Michael P. Reis joined the meeting at 5:03pm
2. Mayorasked fora motion to go into closed session for the following items:
a: Va. Code 2.2-3711 (a) 1 (1 item) -discussion of personnel matter.
b. Va. Code 2:2-3711 (a) 3. (1 item)- acquisition/disposition of publicly held real property. .
c. Va. Code.2.2-3711 (a) 5 (1 item) -discussion of prospective industry not previously
announced.
d. Va. Code 2.2-3711(a) 6 (2 items)-discussion/consideration of investment of public funds
where competition is involved.
e. Va. Code 2.2-3711 (a) 7 (1 item) -consultation with legal counsel pertaining to actual or
probable litigation.
Motion was made by Mr. Penn to go into closed session, seconded by Mr. Clontz.

Mayor called the meeting at 7:04 pm
3. Certification, of closed session. The Mayor requested a certification motion which was made
by Mr. Perin, seconded by Mr. Radcliffe that only the following 6 items were discussed:
a. Va. Code 2.2-3711 (a) 1 (1 item) -discussion of personnel matter. -
b. Va. Code 2.2-3711 (a) 3 (1 item)- acquisition/disposition of publicly held real_ property.
c. Va. Code 2.2-3711 (a) 5 (1 item) -discussion of prospective industry not previously
announced.
d. Va. Code 2.2-3711 (a) 6 (2 items)-discussion/consideration of investment of public funds
where competition is involved.

6. Modifications to the Agenda
Mr. East made the motion to modify the agenda to add Resolution 2022-04. The motion was
seconded by Mr. Dawson

7. Mayor Welcomed Guests and Visitors.
Mayor recognized visitors -and guests present.
8. Introduction to the new Fire Chief, Mr. Jeff Conner
The Town Manager then introduced the new Fire Chief, Jeff Conner who shared his previous
experience in firefighting and management.
9. Presentations
a. Resolution 2022-03, Resolution Honoring Fire Marshall Timothy "Todd". Garwood
upon his retirement.
The Mayor brought Todd Garwood and his wife to the front of the room and read the.
Resolution Honoring Timothy "Todd" Garwood upon his retirement. Following the reading,
motion to approve was made by Mr. East, seconded by Mr. Radcliffe which passed on the
following roll call note

a. Consideration of January 18, 2022 Council Minutes were the Only consent agenda item. -
Mr. Reis made the motion to approve, seconded by Mr. Dawson.
