Mayor asked for a motion to go into closed session for the following three items: Va. Code 2.2-3711 (A) 1 -(1 item) -discussion of personnel matter: Va. Code 2.2371 l(A)3-(l item) -acquisition or disposition of publicly held real property: Va. Code 2.2-3711(A)-(1 item) -consultation with legal counsel regarding a zoning application; Mr. East made the motion, seconded by Mr. Clontz to enter into closed session, which was approved on the following roll call vote: Lane R. Penn Aye James A. Radcliffe Absent Brooks R. Dawson Aye G. Tyler Clontz Aye Gregory C. East Aye Michael P. Reis Aye Council entered closed session at 6:01 p.m. The Mayor called the regular meeting to order at 6:30 p.m. 3. Certification of Closed session. The Mayor requested a certification motion which was made by Mr. Dawson, seconded by Mr. East that only the three items were discussed. Modification of Public Session Agenda. Town Manager requested adding a late item -Pulaski on Main Scarecrow Request. On a motion by Mr. Reis, seconded Mr. East, Council approved adding item 10. Lane R. Penn Aye Brooks R. Dawson Aye Gregory C. East Aye James A. Radcliffe Absent G. Tyler Clontz Aye Michael P. Reis Aye 5. Mayor Welcomed Guests and Visitors in person and on line 6. Consent Agenda -September 7, 2021 Council Meeting Minutes On a motion by Mr. Dawson, seconded by Mr. Reis, the minutes were approved on the following roll call vote: Lane R. Penn Aye James A. Radcliffe Absent Brooks R. Dawson Aye G. Tyler Clontz Aye Gregory C/ East Aye Michael P. Reis Aye Page 1 of 3 / September 21, 2021 1 1 7. Request for special exception for a junkyard and automobile graveyard for property at 34 First St. N.E. Planning Commission Case 2021-05SE. Mrs. Burcham advised that the applicant had withdrawn their request for the special exception. Mr. Reis made the motion to remove this item from the table. Mr. East seconded the motion and it was approved on the following roll call vote: Lane R. Penn Aye James A. Radcliffe Absent Brooks R. Dawson Aye G. Tyler Clontz Aye Gregory C. East Aye Michael P Reis Aye Following this vote, Mr. Reis made the motion to accept the withdrawal of Case 2021-05SE. Mr. Dawson seconded the motion and it was approved on the following roll call vote: Lane R. Penn Aye Brooks R. Dawson Aye Gregory C. East Aye James A. Radcliffe Absent G. Tyler Clontz Aye Michael P. Reis Aye 8. Authorization for purchase of property, Resolution 2021-46. Brady Deal shared the details of the new ARS program funded by the State and noted that monies from CDBG program income allowed for the purchase of the listed properties at the recent tax sale and that the town hopes to acquire additional properties on the south side of town to increase the housing stock for first time home buyers. Mr. East made the motion, seconded by Mr. Clontz to adopt Resolution 2021-46 which was approved on the following roll call vote: Lane R. Penn Aye Brooks R. Dawson Aye Gregory C. East Aye James A. Radcliffe Absent G. Tyler Clontz Aye Michael P. Reis Aye 9. Ordinance 2021-24. concerning amendments to the Town of Pulaski Personnel Manual Mrs. Burcham presented the rationale for the recommended changes to sick leave payout, stating that employees who stay with the town at least ten years and retire into the state retirement system should receive up to $5000 in sick leave benefits. Employees leaving for other reasons should not receive payment for any sick leave. Mr. Reis made the motion to adopt Ordinance 2021-24, which was seconded by Mr. East, and approved on the following roll call vote: Lane R. Penn Aye James A. Radcliffe Absent Brooks R. Dawson Aye G. Tyler Clontz Aye Gregory C. East Aye Michael P. Reis Aye Page 1 of 3 / September 21, 2021 10. Scarecrow Lane. Patrick Ford, representing Pulaski on Main, presented a request to place scarecrows on East and West Main from October 1 through October 31 and to also allow downtown business not on these two streets to place scarecrows on the light poles on Main Street. Mr. Reis made the motion to accept the proposal from Pulaski on Main. Mr. East seconded the motion and it was approved on the following roll call vote: Lane R. Penn Aye James A. Radcliffe Absent Brooks R. Dawson Aye G. Tyler Clontz Aye Gregory C. East Aye Michael P. Reis Aye Mr. East then made a motion to appoint David Hall to the Planning Commission for a 4 year term. Mr. Reis seconded the motion and Mr. Hill's appointment was approved on the following roll call vote: Lane R. Penn Aye Brooks R. Dawson Aye Gregory C. East Aye 11. Council Comments. None James A. Radcliffe Absent G. Tyler Clontz Aye Michael P. Reis Aye 12. Manager's Comments. Mrs. Burcham stated that staff have been very busy meeting with state officials on a number of possible grants as well as taking potential prospects around the downtown. A new eatery has opened on Washington, another will open on E. Main next month and the Coffee shop will also open in October. She thanked Nathan Smythers and Raquel Poe for pitching in and helping with the council meeting and mentioned that we are busy trying to fill a number of vacant positions. When she mentioned the quick resolution of the traffic problem at the school on Moorehead Lane, the Mayor asked for Public Works to look at the synchronization issue at the light at the Rt. 11 intersection. 13. Reminder of Future Meetings. October 5, 2021 Closed session at 5:30 p.m., Public session at 7:00 p.m. October 19, 2021 work session. Closed session at 5:00 p.m., Public session at 6:30 p.m. There being no further business, the meeting was adjourned at 7:05 p.m. Approved: J W.
