1. Mayor called the Meeting to Order at 5:04 p.m. and asked for a roll call.

Also present were Darlene Burcham, Town Manager and Spencer Rygas, Town Attorney.
2. Mayor asked for a motion to go into closed session for the following items:
Va. Code 2.2-7311 (A) 3 — (4 items)- acquisition / disposition of publicly owned property
Va. Code 2.2-3711 (A) 1 — (1 item) - appointments
VA Code 2.2-3711 (A) 5 (1 items) - discussion of a prospective businesses or industry where no
previous announcement has been made.
VA Code 2.2-3711 (a) 7 (2 items) - consultation with legal counsel pertaining to actual or probable
litigation.
Motion was made by Mr. Dawson, seconded by Mr. Reis.

Mr. East joined the meeting at 5:06 p.m.

3.Certification of Closed Session
Mayor requested a certification motion that only the following three items were discussed.

4. Mr. Clontz led the audience in the Pledge of Allegiance.
5. Mr. East gave the invocation.
6. Modification of Agenda. Mr. Reis made a motion to modify the agenda to include Resolutions
2022-12 and 2022-13, seconded by Mr. Dawson.

7. Presentation — Resolution 2022-11- Observing National Public Safety Telecommunications
Week. The Mayor read the resolution and then requested a motion to approve.
Mr. Dawson made the motion, seconded by Mr. Reis.

8. Resolution 2022-12 — Appointing Representatives to the Architectural Review Board
A motion was made by Mr. East, seconded by Mr. Penn.

9. Resolution 2022-13 - Amending the Pay Classification Plan. The motion was made by Mr.
East, seconded by Mr. Penn

10. Consent Agenda — Minutes of March 15, 2022. A motion was made by Mr. East, seconded by
Mr. Reis to approve the minutes

12. Council Comments — Mr. Penn congratulated staff on the handling of Skyline Apartments.
Mr. Dawson mentioned the upcoming Easter Egg Hunt. Mr. Radcliffe asked for the preparation

of a resolution of appreciation to the school system with a copy sent to each school. Mr. Reis
asked staff to evaluate the requirement for decals in the future. He also commented on the
information received at the Regional Planning Commission meeting and the recent discussion of
the impact of TDO's on law enforcement personnel. Mayor commented on the positive things
that are happening in town and the improved relations with the county.
13. Manager Report — Mentioned the wildfire near Gatewood and the fact that our fire
department worked that fire as part of our first due area. The Pulaski Fire Department has a
significant first due area that extends into the County.
15. Reminder of future Council Meetings and Adjournment: April 19, 2022 Council Closed
Session 5:00 p.m.; Public Session 7:00 p.m.
