HomeMy WebLinkAbout05-03-22Town Council Meeting Minutes Tuesday, May 3, 2022 1. Mayor called the Meeting to Order at 6:00 p.m. and asked for a roll call. Lane Penn- Aye Brooks R. Dawson- Aye Gregory East- Absent James A. Ratcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Absent Mayor Collins- Aye 2. Mayor asked for motion to go into closed session to discuss the following items: a. VA Code 2.2-3711 (a) 3 (2 items)- acquisition/ disposition of publicly held real property. b. VA Code 2.2-3711 (A) 8 (2 items)- consultation with legal counsel The motion was made by Mr. Dawson and seconded by Mr. Clontz. Lane Penn- Aye Brooks R. Dawson- Aye Gregory East- Absent Open session James A. Ratcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Absent 7:04 p.m. 1. Certification of closed session. The Mayor asked for a motion to certify that only the only following items were discussed. a. VA code 2.2-9711 (a) 3 (2 items)- acquisition/disposition of publicly held rea property. b. VA code 2.2-3711 (A) 8 (2 items)- consultation with legal counsel A motion was made by Mr. Dawson and seconded by Clontz. Lane Penn- Aye Brooks R. Dawson- Aye Gregory East- Aye James A. Ratcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 2. Mr. Reis lead the audience in the Pledge of Allegiance. 3. Mr. East gave the invocation. 4. Modification of Agenda- No modifications were made. 5. Public Hearing- Ordinance 2022-03 Zoning Amendment to Section 6.1 Lots of Record. Page 1 of 3 / May 3, 2022 Caroline Smith, Planner, explained the zoning amendment and economic benefits for accommodating buildings on smaller lots in established neighborhoods. The Mayor opened and then closed the Public Hearing as there were no speakers and requested a motion to approve the zoning amendment. Mr. Clontz made the motion, seconded by Mr. Reis. Lane Penn- Aye James A. Radcliffe- Aye Brooks R. Dawson- Aye G. Tyler Clontz- Aye Gregory East- Aye Michael P. Reis—Aye 6. Presentations a. Dublin Police Chief, Dennis Lambert and Dublin Town Manager, Ty Kirkner commended the Pulaski Police Department in assisting in a homicide investigation that occurred in Dublin. Mr. Radcliffe also commended the Pulaski Police Department for assisting another agency and expressed a desire for continued cooperation between the two towns. b. Sonia Ramsey and Lieutenant John Saul of the Pulaski Police Department presented and demonstrated Project Lifesaver; a device that assists in locating individuals who wander. 7. Resolution 2022-15- Appointing Olivia Hale as Town Clerk effective May 2, 2022. The motion was made by Mr. Dawson and seconded by Mr. Penn. Lane Penn- Aye Brooks R. Dawson- Aye Gregory East- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 8. Consent Agenda – Minutes of April 19, 2022. The motion was made by Mr. Dawson and seconded by Mr. Radcliffe to approve the minutes. Lane Penn- Aye Brooks R. Dawson- Aye Gregory East- Aye 9. Council Comments - James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye Mr. Dawson questioned when the barricades on Main Street would be removed. Mr. Radcliffe commented on the appointment of Olivia Hale as Town Clerk. Mayor Shannon Collins asked for Public Works to check the water tower on Bertha Street regarding complaints of over flow from a resident on Melborn Street. Mayor Collins also asked for police presence on Commerce Street in regards to complaints of cars racing on the street. Page 2 of 3 / May 3, 2022 10. Town Manager's Report- Mis Burcham announced the appointment of the first female firefighter and minor changes being done in the living quarters to accommodate. She also announced that Bimmerworld has purchased the shopping center on Memorial Drive and is looking to rent retail space. The twelve townhomes Shaw Development will be building at 5th and Washington will be for purchase, originally planned as rentals. The Town Manager mentioned the blood drive organized by Human Resources Director, Jackie Reid, on May 4, 2022 as a friendly competition of the Police and Fire Departments. The Town Manager reminded Council that the proposed budget will be discussed at the next Council meeting. She also mentioned the hiring of Trey Peace as our Economic Development/ Planning Manager. Mr. East made the comment that we are having a lot of `firsts' for the town - the first female Police Chief, first female Firefighter, and first female Town Manager. 11. Reminder of future Council Meetings: May 17, 2022; Council Work Session, Closed Session at 5:00 p.m.; Public Session at 6:30 p.m. 12.
