Dawson- Absent Gregory C. East- Absent James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye Mayor Collins- Aye 2. Mayor asked for a motion to go into Closed Session to discuss the following items: a. VA Code 2.2-3711 (A) 8 (2 items)- Consultation with legal counsel on a contractual matter. b. VA Code 2.2-3711 (A) 7 (1 Item)- Consultation with legal counsel. The motion was made by Mr. Penn and seconded by Mr. Clontz. Lane Penn- Aye Brooks R. Dawson- Absent Gregory C. Certification of Closed Session- The Mayor asked for a motion to certify that only the following items were discussed: a. VA Code 2.2-3711 (A) 8 (2 items)- Consultation with legal counsel on a contractual matter. b. VA Code 2.2-3711 (A) 7 (1 Item)- Consultation with legal counsel. Modification of Public Session- No modifications were made. 5. Presentation a. Chief Jill Neice introduced Hunter Jones and Logan Tabor, two recent graduates of Cardinal Criminal Justice Academy. She gave a brief history of their education background and their hopes for a long and fruitful career with Pulaski Police Department. The Town Manager commented that these two officers are the last graduates from Cardinal and the next officer graduating will be attending the New River Criminal Justice Academy. Page 1 of 4 / June 21, 22 6. Resolution 2022-28- Resolution Appreciation of School Personnel During Unprecedented Times. The Mayor read the resolution and requested a motion to approve. The motion was made by Mr. Reis and seconded by Mr. Penn to approve the resolution. Lane Penn- Aye Brooks R. Dawson- Absent Gregory C. East- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye Staff from Pulaski County Public Schools, Dr. Paige Cash, Schoolboard Chairwoman, Lezley Wilson, 2°a grade teacher at Pulaski Elementary School, Sarah Polcha, Director of Special Education, Jennifer Bolling, Principal at Pulaski County High School, and Dr. Elizabeth Webb, Principal at Dublin Elementary School were in attendance to accept the resolution. Mr. Radcliffe and Mr. Reis commended the teachers and staff on their dedication to the children in the schools during the pandemic. 7. Ordinance 2022- 08- Replace Section 42 Article 3 in the Code of Ordinances. The Town Manager explained the open burning section of the code needs to be replaced and updated which includes the enforcement provisions if the code is violated. The motion was made by Mr. Reis and seconded by Mr. Radcliffe to approve the ordinance. Lane Penn- Aye Brooks R. Dawson- Absent Gregory C. East- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 8. Ordinance 2022-09- Adding Sections 50-4 and Section 50-76 to the Code of Ordinances. The Town Manager explained that Chapter 50 of the Code of Ordinances needs to be amended to address sleeping in vehicles and the requirement for removal of appliance doors when being disposed. The motion was made by Mr. Penn and seconded by Mr. Reis to approve the ordinance. Lane Penn- Aye Brooks R. Dawson- Absent Gregory C. East- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 9. Ordinance 2022-10 Amending Chapter 58 of the Code of Ordinances to Remove Section 58-33. Page 2 of 4 / June 21, 22 The Town Manager explained the review of the business license section of the code and the identification of this Section 58-33 (6) for removal. Resolution 2022-29- Appropriating Grant Funds The Town Manager explained these funds will advance the evaluation of Project Growler to be in a position to apply for construction funding later this summer. The motion was made by Mr. Clontz and seconded by Mr. Radcliffe to approve the resolution. Lane Penn- Aye Brooks R. Dawson- Absent Gregory C. East- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 11. Resolution 2022-30 Appointing Several Representatives to Boards. The motion was made by Mr. Reis and seconded by Mr. East to approve the resolution. Lane Penn- Aye Brooks R. Dawson- Absent Gregory C. East- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 12. Discussion of street naming for Frank Conner- Council was provided the Town Code on the process for naming which requires public input. This meeting qualifies as the opportunity for input since the item was listed on the agenda. A resolution will be prepared for the next council meeting. 13. Consent Agenda- Consideration of June 7, 2022 minutes The motion was made by Mr. Clontz and seconded by Mr. Radcliffe to approve the minutes. Lane Penn- Aye Brooks R. Dawson- Absent Gregory C. Manager's Report The Town Manager thanked the dedicated town staff for their response to storm damage over the weekend. She reported that bids had been received for the Brookmont Project, that are within budget and Council will have supporting documents at the next meeting finalizing funding from the Virginia Resource Authority. She also gave an update on the James Hardie Project, with bids due within the next few weeks. Within the next thirty days, the Town hopes to have bids for the water line replacement on West Main Street. She mentioned the Skate Park ribbon cutting event, with several council members present, noting that the skate park is being well used. The park will be used in celebration of Skate Day, Tuesday evening. She asked Council to consider cancellation of the July 5th meeting as it follows a holiday. Mr. Penn made a motion and was seconded by Mr. East, and approved on a voice vote to cancel the Town Council Meeting for July 5, 2022. Mr. Clontz questioned when the water lines for Main Street are replaced, will the street be two-way. The Town Manager replied we are waiting a traffic study to be completed which had multiple purposes- looking to modify the speed limits in town, the need for certain traffic lights and a recommendation on two-way streets. 16.
