1. Vice Mayor call the Meeting to order at 5:35 p.m. and asked for a roll call.
Lane R. Penn- Absent
Brooks R. Dawson- Aye
Gregory C. East- Absent
James A. Radcliffe- Aye
G. Tyler Clontz- Aye
Michael P. Reis- Aye
Mayor Collins- Absent
2. Vice Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 3 (3 items)- Consideration of the acquisition/ disposition
of real property
b. VA Code 2.2-3711 (A) 5 (1 item)- Discussion concerning a prospective business
or industry
c. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with legal counsel on a
contractual matter
The motion was made by Mr. Clontz and seconded by Mr. Reis.
Open Session
7:05 p.m.
3. Certification of Closed Session- The Vice Mayor asked for a motion to certify that only
the following items were discussed
a. VA Code 2.2-3711 (A) 3 (3 items)- Consideration of the acquisition/disposition of
real property
b. VA Code 2.2-3711 (A) 5 (1 item)- Discussion concerning a prospective business
or industry
c. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with legal counsel on a
contractual matter
Mr. Reis questioned if all five items were discussed in the Closed Session.
Ms. Burcham stated items listed under VA Code 2.2-3711 (A) 3 and VA Code 2.2-3711
(A) 5 were discussed.
The motion was made by Mr. Reis and seconded by Mr. Clontz that only items listed
under VA Code 2.2-3711 (A) 3 and VA Code 2.2-3711 (5) were discussed.

4. The Vice Mayor welcomed quests and visitors.

5. The Vice Mayor stated in lieu of the power outage and safety concerns for staff and
citizens, he recessed the meeting to August 23, 2022; Closed Session starting at 6:30 p.m.
and Open Session starting at 7:00 p.m.
The Vice Mayor asked for a motion to recess the meeting.
The motion was made by Mr. Clontz and seconded by Mr. Radcliffe to recess the
meeting.
