HomeMy WebLinkAbout10-04-22Town Council Meeting Minutes Tuesday, October 4, 2022 1. Mayor called the Meeting to Order at 6:00 p.m. and asked for a roll call. Lane R. Penn- Aye Brooks R. Dawson- Aye Gregory C. East- Absent Mayor Collins- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 2. Mayor asked for a motion to go into Closed Session to discuss the following items: a. VA Code 2.2-3711 (1) performance review of department heads b. VA Code 2.2-3711 (6) consideration of investment of public funds- CCCC Inc. The motion was made by Mr. Penn and seconded by Mr. Clontz. Open Session Lane R. Penn- Aye Brooks R. Dawson- Aye Gregory C. Certification of Closed Session- The Mayor asked for a motion to certify that only the following items were discussed: a. VA Code 2.2-3711 (1) performance review of department heads b. VA Code 2.2-3711 (6) consideration of investment of public funds- CCCC Inc. The motion was made by Mr. Dawson and seconded by Mr. Clontz. Lane R. Penn- Aye Brooks R. Dawson- Aye Gregory C. East- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Abstained 4. Mr. Penn lead the audience in the Pledge of Allegiance. 5. Mr. East gave the invocation. 6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online. 7. Modification of Public Session- No modifications were made. 8. Resolution 2022-43 Observance of National Fire Prevention Week Page 1 of 4 / October 4, 2022 The Mayor asked for a motion to approve Resolution 2022-43 Observance of National Fire Prevention Week. The motion was made by Mr. Dawson and seconded by Mr. East to approve the resolution. Lane R. Penn- Aye James A. Radcliffe- Aye Brooks R. Dawson- Aye G. Tyler Clontz- Aye Gregory C. East- Aye Michael P. Reis- Aye 9. Public Comment Period a. Jimmy Naemi addressed Council with his concerns with the Town Code, Section 86-12 regarding adjustments to utility bills. Mr. Naemi received an elevated water bill and asked for assistance on solving problems with his water statement as he did not receive a `Leak Report' notice. Mr. Naemi stated he had received tablets from the Finance Department to determine if the leak was in a toilet in his home and he has also hired multiple plumbers to fix the problem without a solution to the problem. The Town Manager explained to council Section 86 of the Town Code indicating that the Town could do one adjustment to the water portion of the bill within twelve months if the water does go into the sewer lines. The Town Manager stated they are prepared to make an adjustment to Mr. Naemi's bill once proper documentation is obtained. Mr. Dawson asked if we could read the customer's water meter while he is home to find the leak. The Town Manager stated we could install a water meter that will read every hour for twenty-four hours to see water usage. Mr. Reis asked the Town Manager if a payment plan is an option. The Town Manager stated payment plans are available; however, the first time a customer fails to adhere to the payment plan, the contract is voided. Mr. Naemi stated he was offered a payment plan but would end up paying more because of the interest rate. b. Angel Slaughter of Howard Street stated her concerns for speeding coming from Case Knife as she has had multiple pets hit by speeding cars. Page 2 of 4 / October 4, 2022 10. Consent Agenda- Consideration of September 20, 2022 minutes A motion was made by Mr. Reis and seconded by Mr. Radcliffe to approve the minutes. Lane R. Penn- Aye James A. Radcliffe- Aye Brooks R. Dawson- Aye G. Tyler Clontz- Aye Gregory C. East- Aye Michael P. Reis- Aye 11. Council Comments Mr. Dawson questioned if the speed limit drops to 35 mph off Draper Mountain coming into Town limits. The Town Manager indicated that limit is already in place on that segment. Mr. Radcliffe reminded everyone of the Fire Prevention Parade on October 13 and encouraged folks to come out and enjoy. Mr. Radcliffe stated he also received a message from Ms. Hale thanking him for the new Love Sign that was installed downtown. Mayor Collins stated he has received complaints regarding potholes on multiple streets throughout the town; the bridge towards Mt. Olivet, Brookmont Street. Mr. Clontz added that 5th Street SE had a pothole from a waterline break that needs repaired. Mr. Reis added that there are two potholes on Henry Street that needs repaired. 12. Manager's Report The Town Manager reminded Council of the upcoming Fire Parade on October 13th at 7p.m. and asked Council any members interested in participating in the parade to let her know. She mentioned the following week is Fire Prevention Week, which includes numerous activities that the Fire Department will be participating in, involving the elementary schools, Head Start and the Ratcliffe Museum. She stated the Town has been approved for the Section 206 Aquatic Ecosystem Restoration Program, a federally funded project, directed toward Peak Creek restoration. She reminded Council of the Faith and Blue and Red luncheon on October 7 in Jackson Park. She stated the town has established a partnership with the Chamber of Commerce which assists new businesses in their first- year membership with the Chamber and that four new businesses have been supported. Page 3 of 4 / October 4, 2022 She stated the new Love Sign had the most attendees for the ribbon cutting event and an outdoor flood light will be installed by AEP to shine on the sign in the evenings. The ribbon cutting event for the Mountain Bike Park will be next week as the parking area is complete and signage will be posted before the ribbon cutting event. She asked Council to attend a work session after the Closed Session at the next Council Meeting for an interactive planning activity for what they want to identify what they would like to see in the town's future land use. She stated there will be a press release following this meeting regarding the reduction of speed throughout the town effective October 5th and read the release into the record. She addressed the citizen concerns regarding the stop signs on West Main and Corbin- Harmon Drive stating the stop bars will be removed which stop drivers too far back to see and a four-way stop will be installed. 13. Reminder of Future Council Meeting- October 18, 2022, Closed Session starting at 5:30 p.m.; Work Session at 6:00 p.m.; Public Session starting at 7:00 p.m. 14.
