HomeMy WebLinkAbout09-19-231 C Town Council Meeting Minutes September 19, 2023 1. Mayor called the meeting to order at 6:00 p.m. and asked for a roll call. Gregory C. East- Absent James A. Radcliffe- Absent Mayor Collins- Aye Jeremy L. Clark- Aye G. Tyler Clontz- Aye Brooks R. Dawson- Aye Michael P. Reis- Absent 2. The Mayor asked for a motion to go into Closed Session to discuss the following items: a. VA Code 2.2-3711 (A) 5 (1 Item)- Discussion Concerning a Prospective Business/ Industry where no Previous Announcement has been made b. VA Code 2.2-3711 (A) 3 (2 Items)- Consideration of the Acquisition/ Disposition of Real Property- First Street & Dora Highway c. VA Code 2.2-3711 (A) 6 (1 Item)- Discussion or Consideration of the Investment of Public Funds where Competition or Bargaining is Involved, where if made Public, Initially, the Financial Interest of the Government Unit would Adversely Affected The motion was made by Mr. Clark and seconded by Mr. Dawson. Certification of Closed Session- The Mayor asked for a motion to certify that only the following items were discussed in Closed Session: a. Mr. Clontz lead the audience in the Pledge of Allegiance. 5. Mr. East gave the invocation. 6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online. 7. Modification to Public Session- No modifications were made. 8. Resolution 2023-45 Reappointing Candidates to Multiple Boards The Town Manager reported members of the boards were contacted by the Town Clerk and all members indicated the willingness to continue to serve on the designated boards. The motion was made by Mr. Clontz and seconded by Mr. Reis to approve Resolution 2023-45. Gregory C. East- Aye Jeremy L. Clark- Aye Brooks R. Dawson- Aye James A. Radcliffe- Absent G. Resolution 2023-46 Designating 1010 Randolph Ave & 130 101h Street as Revitalization Areas The Town Manager reported the opportunity offered by the VHDA that if the Town designates properties as being blighted or close to being deteriorated and affecting a neighborhood that the purchaser of the property could apply for this program that would allow the purchaser to have a low interest rate for the balance of their mortgage. The Town Manager stated these properties sit together and have been the subject of code enforcement violations and she feels this opportunity would improve not only the two properties but the neighborhood. She stated VHDA has made the purchaser and town staff aware of the program. Mr. East asked if the property has a history of code enforcement violations and contacted VHDA, could the purchaser request this program or is the program selective. The Town Manager stated VHDA, if contacted, would need to determine how many cases they have been given and how much they can offer, then VHDA would contact the Town to determine if the property would qualify as blighted but it would be up to VHDA to determine if the property would qualify for the favorable interest rate. Resolution 2023-47 Appointing Summer Bork as Zoning Administrator Page 2 of 4/ September 19, 2023 The Town Manager reported the Town Code requires that the Town Council appoint the Zoning Administrator. Dawson- Aye Michael P. Reis- Aye l l . Public Comment Period- No speakers were present 12. Consent Agenda a. Consideration of September 5, 2023 minutes The motion was made by Mr. Clontz and seconded by Mr. Clark to approve the minutes. Mr. Reis asked for an amendment on the vote for the motion of Closed Session. Mr. Reis stated the minutes indicate he was absent, but he abstained from voting. Mr. Clark withdrew his second and Mr. Clontz withdrew his original motion to approve the minutes. Mr. Clontz made a motion to approve the minutes with the amendment and Mr. Reis seconded. Gregory C. Council Comments Mr. Clark requested additional police patrol on MacGill St and Newbern Street for speeding. Mr. Dawson asked if the area of Pepper's Ferry across from McGill Village down to Total Car Care could be looked at for sidewalks. Mr. Reis stated the leak on 6ch Street and Washington Ave needs to be looked at again. Mr. Reis also stated the door on the house at 1010 Randolph is open and asked Code Enforcement to nail the door shut. 14. Manager's Report Page 3 of 4/ September 19, 2023 The Town Manager reported that Lieutenant Herman Sarver from the Fire Department had received the Joseph Calfee Volunteerism Award from the county. She advised that an arrangement with a temp agency had been made to fill some vacancies and that we have hired three individuals for Public Works. She also reported the water line project on Randolph Avenue is close to being completed, that the lines are being tested the next day, and between now and middle of October, the street will be paved. Mr. East stated it has been a productive year for the Town and a lot of positive things happening. 15. Reminder of Future Council Meeting a. October 3, 2023, Closed Session 5:00 p.m..
