Dawson- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Absent Mayor Collins- Aye 2. The Mayor asked for a motion to go into Closed Session to discuss the following items: a. VA Code 2.2-3711 (A) 1 (2 items)- Appointments to Boards/Commissions & Town Manager b. VA Code 2.2-3711 (A) 3 (2 items)- Consideration of the Acquisition/Disposition of Real Property- Route 11 & Dora Highway c. VA Code 2.2-3711 (A) 8 (2 items)- Consultation with Legal Counsel- Calfee School Project & Charter Consideration The motion was made by Mr. Dawson and seconded by Mr. Clontz. Gregory C. Certification of Closed Session- The Mayor asked for a motion to certify that only the following items were discussed in Closed Session: a. VA Code 2.2-3711 (A) 1 (2 items)- Appointments to Boards/Commissions & Town Manager b. VA Code 2.2-3711 (A) 3 (2 items)- Consideration of the Acquisition/ Disposition of Real Property- Route 11 & Dora Highway c. VA Code 2.2-3711 (A) 8 (2 items)- Consultation with Legal Counsel- Calfee School Project & Charter Consideration The motion was made by Mr. Dawson and seconded by Mr. Clark. Gregory C. Modification of Public Session- No Modifications were made. 8. Public Hearing a. Resolution 2023-42 Appropriating DCJS Law Enforcement Grant Funds The Town Manager reported this is appropriation of funds is for new police vehicles. The Mayor opened and closed the public hearing as there were no speakers. The motion was made by Mr. Reis and seconded by Mr. Clark to approve Resolution 2023-42. Gregory C. East- Aye Jeremy L. Resolution 2023-43 Appropriating Virginia Department of Health Grant Funds The Town Manager reported this appropriation would allow the inventory and replacement of lead service lines. Mr. Dawson asked if the lead service line inventory would be handled by an outside agency. The Town Manager stated the engineering firm as already been chosen to complete the inventory. The Mayor opened and closed the public hearing as there were no speakers. The motion was made by Mr. Clark and seconded by Mr. Dawson to approve Resolution 2023-43. Gregory C. East- Aye Jeremy L. Resolution 2023-44 Appointing the Engineering Department Manager as the Subdivision Agent The Town Manager reported the Engineering Department Manager will be the acting Subdivision agent since the town does not have a Town Engineer. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 10. Public Comment Period- No speakers were present. 11. Consent Agenda a. Consideration of August 15, 2023 Town Council Minutes The motion was made by Mr. Reis and seconded by Mr. Clark to approve the minutes. Gregory C. East- Aye Jeremy L. Clark- Aye Brooks R. Dawson- Abstained 12. Council Comments Mr. Dawson asked for an update on Main Street. James A. Radcliffe -Aye G. Tyler Clontz- Abstained Michael P. Reis- Aye The Town Manager reported the final comments on 100% design have been submitted to VODT and once approved, plans will be submitted to the federal government with an expected construction start date at the end of the calendar year. Mr. Radcliffe asked for the grass at guardrails to -be cut on Newbern Road and weeds around the stop signs on Pico and Franklin Ave. He asked for trees to be cut back on Franklin Ave, Winfield Circle and for the brush that has been cut be collected. He also asked for the trees to be cut back on Pepper's Ferry Road near the red light. Mr. Reis stated it was nice to see the pickleball courts being used and reported the allocations of funds for the Claremont Project for housing. He also mentioned the passenger rail station which will be located in Christiansburg is in the works and the Mayor and Town Manager serve on the authority board. Mayor Collins stated the trees on Jackson Ave are covering the street light and asked if they could be checked and cut back if possible and also trees are hanging over in the roadway at Chestnut Ave. Mr. Reis asked if there was a way for residents to send questions regarding overgrowth directly to town staff. Page 3 of 4/ September 5, 2023 The Town Manager stated residents could call Public Works to report issues. The Town Manager also commented on the Claremont Project which has been approved for additional funding and those housing units should be available within the next year. Mr. Dawson commended the Public Works Department and Nate Repass, Outdoor Facilities Coordinator for their work on the Dora Trail Extension. 13. Manager's Report The Town Manager reported to council that on October 281h Friends of Peek Creek will be cleaning up the creek with the help of groups from Virginia Tech. She stated Nate Repass was named Volunteer of the Year at the Friends of Peek Creek annual meeting. She also shared that she visited the Kingdom Kids Preschool and Child Care that the council approved by special exception and commented it was wonderful and will serve a great need we have in the community. She encouraged councilmembers to visit and see the work the church has done. The Town Manager announced the splash pad would be delayed until November due to delays with materials and announced the new businesses on West Main Street including Draper's Bakers, Mochi's Cafe, and Crest Hill Tea Room on Washington Ave. She reminded council of the Jet Ski Race on Friday and shared that the town has a team composed of three town employees, Dylan Hall, Justin Riggins, and Zach Camacho. She also noted the construction permit has been approved for the new Food City. Mr. East asked about the projected opening date for Food City. The Town Manager stated Spring of 2024 with no specific date. 14. Reminder of Future Council Meeting a. September 19, 2023; Closed Session 6:00 p.m.; Open Session 7:00 p.m. 15.
