Town Council Meeting Minutes
November 21, 2023
1. Mayor called the meeting to order at 5:30 p.m. and asked for a roll call.

2. The Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 1 (3 items)- Town Manager, Town Attorney &
Appointments to Boards/Committees
b. VA Code 2.2-3711 (A) 6 (1 item)- Discussion or Consideration of the Investment
of Public Funds where Competition or Bargaining is Involved, where if made
Public Initially, the Financial Interest of the Government Unit would be Aversely
Affected.
c. VA Code 2.2-3711 (A) 3 (1 item)- Consideration of the Acquisition/Disposition
of Real Property
The motion was made by Mr. Reis and seconded by Mr. Dawson.

3. Certification of Closed Session- The Mayor asked for a motion to certify that only the
following items were discussed in Closed Session:
a. VA Code 2.2-3711 (A) 1 (2 items)- Town Manager & Town Attorney
b. VA Code 2.2-3711 (A) 6 (1 item)- Discussion or Consideration of the Investment
of Public Funds where Competition or Bargaining is Involved, where if made
Public Initially, the Financial Interest of the Government Unit would be
Adversely Affected.
c. VA Code 2.2-3711 (A) 3 (1 item)- Consideration of the Acquisition/Disposition
of Real Property

4. Mr. Dawson lead the audience in the Pledge of Allegiance.
5. Mr. East gave the invocation.
6. Modification to Public Session- No modifications were made.
7. Public Hearing
a. Ordinance 2023-17 Removing Section 18-5 Administration (a) from the Town of
Pulaski Code of Ordinances
The Town Manager reported the current ordinance states the supervision of the
Building Official is the Town Engineer and with the absence of a Town Engineer,
the Building Official has been and will continue reporting to the Town Manager.
The Mayor opened and closed the public hearing as there were no speakers.
The motion was made by Mr. Clark and seconded by Mr. Radcliffe to approve the
resolution.

8. Resolution 2023-55 Appropriation of Funds to Different Accounts
The Town Manager noted the proposed appropriation of funds to several accounts. The
Town Manger stated there is no need for a public hearing as the sum of these funds does
not exceed 1 % of the Town's operating budget.
The motion was made by Mr. East and seconded by Mr. Clark to approve the resolution.

The motion was made by Mr. Dawson and seconded by Mr. Clark to approve the
minutes.

b. Consideration of November 8, 2023 Town Council Minutes
Mr. Reis asked to amend the minutes to verify the wording on page #3, item #11.
The motion was made by Mr. Clark and Seconded by Mr. Dawson to approve the
resolution with the amendment.

c. Consideration of November 13, 2023 Town Council Special Meeting Minutes
The motion as made by Mr. Reis and seconded by Mr. Clontz to approve the
minutes.

11. Council Comments
Mr. Radcliffe stated the paving on West Main Street looked nice as well as the Christmas
decorations being installed.
Mr. Reis stated the paving and the new street markups on West Main Street look nice and
it has improved the look and feel of the downtown area.
12. Manager's Report
The Town Manger reminded Council of the Christmas parade on December 7`h at 7pm
and West Main Street will be used for that event. She reported the tree lights in Jackson
Park will be turned on before the Thanksgiving holiday and that Santa will be available
the week of the parade for pictures. She reported an increase in water main breaks in
town and the surrounding communities due to a minor earthquake in Virginia a while
back. She reported the equipment for the splash pad is available and will be installed in
the Spring. The remodeling of the restrooms will continue on schedule. She anticipates
the Brookmont and James Hardie projects will be completed the first of the year.
