Town Council Meeting Minutes
November 16, 2023
1. Mayor called the meeting to order at 5:01 p.m. and asked for a roll call.
Gregory C. East- Aye James A. Radcliffe- Absent Mayor Collins- Aye
Jeremy L. Clark- Aye G. Tyler Clontz- Aye
Brooks R. Dawson- Absent Michael P. Reis- Aye
Mr. Rygas advised Council that they needed to agree to Mr. East's participation via
Zoom. No objections were made.
2. Public Hearing
a. Resolution 2023-54 Authorizing the Issuance and Sale of General Obligation and
Water and Sewer Revenue Bonds in an Amount not Exceed $465,000 of the
Town of Pulaski and Providing for the Form, Details, and Payment of the Bonds.
Webster Day with Spilman Thomas & Battle PLLC explained the bond package
which would be paid up to twenty years with an interest of no more than 1 %. He
stated the funding comes from the Virginia Resource Authority and the resolution
authorizes a funding and financing agreement which will allow the funds needed
for the lead service line abatement program. The total package is $750,000 of
which $285,000 is a forgivable loan. The Town would be borrowing $465,000
with an additional $285,000.
The Town Manager stated there would be no penalty for early payoff of the
$465,000 loan and the $750,000 has already been appropriated by Council.
The Mayor opened and closed the public hearing as there were no speakers.
The motion was made by Mr. Reis, seconded by Mr. Clark to approve the
resolution.

3. Reminder of future council meeting
a. November 21, 2023, Closed Session 5:30 p.m.; Open Session 7:00 p.rn.
4. With no further business, the Mayor adjourned the meeting at 5:10 p.m.
