HomeMy WebLinkAbout01-16-241 1 Town Council Meeting Minutes January 16, 2024 1. Mayor called the meeting to order at 5:30 p.m. and asked for a roll call. Gregory C. East- Absent Jeremy L. Clark- Aye Brooks R. Dawson- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye Mayor Collins- Aye 2. The Mayor asked for a motion to go into Closed Session to discuss the following items: a. VA Code 2.2-3711 (A) 1 (3 items)- Discussion, consideration, or interviews of prospective candidates for employment, assignment, or appointment. i. Town Attorney ii. Planning Commission Applications/Reappointment iii. Council and Town Manager Appointments b. VA Code 2.2-3711 (A) 8 (5 items)- Consultation with legal counsel retained by public body regarding specific legal matters requiring the provision of legal advice by such counsel. i. JS Pulaski Property LLC UDAG Loan ii. Hogans Dam Deed Restriction iii. Calfee Community & Cultural Center Request iv. IDA Update & Modification v. EIN Number 3. Reis- Aye Mr. East joined Closed Session at 5:50 p.m. 7:05 p.m. Open Session 4. Certification of Closed Session- The Mayor asked for a motion to certify that only the following items were discussed in Closed Session: a. Reis- Abstained 5. Mr. Reis lead the audience in the Pledge of Allegiance. 6. Mr. East gave the invocation. 7. Guests and Visitors- The Mayor welcomed all in attendance and viewing online. 8. Modification to Public Session The motion was made by Mr. Reis and seconded by Mr. Clontz to add Resolution 2024- 03 Reappointing Anthony Schrantz to the Town of Pulaski Planning Commission after Resolution 2023-02. Reis- Aye The motion was made by Mr. Reis and seconded by Mr. East to add Resolution 2024-04 Appointing Members to the Economic Development Authority for the Town of Pulaski after Ordinance 2024-04. Gregory C. East- Aye Jeremy L. Clark- Aye Brooks R. Dawson- Aye 9. Presentations James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye a. Pulaski Area Transit- Monica Musick Page 2 of 7/ January 16, 2024 Monica Musick reported that Kimley-Horn has been the firm chosen for the micro -transit study and she is waiting to have a meeting with them. She stated DRPT grant applications are due on February 1, 2024 and PAT will be requesting two capital assistance grants for two replacement computers and vehicle parts. She asked for a match from the Town of $83,431 and reminded council of the transit golf tournament in May 2024 with proceeds from the tournament going towards the town's local match. Mr. Reis asked if the micro -transit would include trips outside of town limits. Ms. Musick stated routes outside of town limits would require additional studies from DPRT. Mr. East asked when the micro -transit study would be completed and what the goal of the study is. Ms. Musick stated it would be close to ten months before the study is completed as DRPT requires the ten-year goals for transit. The outcome of the study would determine if there is a need to expand or if a different form of transportation is needed throughout the town. Mr. Radcliffe asked about the increase in insurance, if they put out for bid or if they use the same insurance company. Ms. Lawrence stated the insurance line includes workers compensation and they do put it out for bid. Mr. Dawson asked why the budgeted salary would fluctuate between FY 23-25, if there is a set route and set days. Ms. Musick stated salaries would be about the same; however, minimum wage was increased later in the year after the budget was approved. Mr. East asked if lowering the cost per rider would relieve their budget. Ms. Lawrence stated the expenses would remain the same even if there was an increase in ridership but changing the way operating the service could change the cost per rider. The motion was made by Mr. Reis and seconded by Mr. Clontz to commit to appropriate $83,431 for the Pulaski.Area Transit for FY 2025. Gregory C. East- Nay James A. Radcliffe- Aye Jeremy L. Case Number 2023-ZA-006 Amending Section 11.2 "Medical Office(s)" Definition of the Town of Pulaski Zoning Ordinance. Ordnance 2024-01 Summer Bork, Town Planner, reported that in accordance with Town Council's request, the Planning Commission has reviewed the phrase `substance abuse disorder services' in the medical office definition for the Zoning Ordinance. The amendment will coincide with adopting a definition for `substance abuse disorder clinic' to clarify the language within the definition. Ms. Bork stated the definition for `substance abuse disorder clinic' would include an outpatient establishment where patients receive diagnosis, assessments, treatments, and follow-up care for cases of substance use or abuse disorders which would dispense and administer controlled substances on the clinic premises that are not available to non -patients. Ms. Bork stated both cases were unanimously recommended by the Planning Commission. The Mayor opened and closed the public hearing as there were no speakers. Tyler Clontz- Aye Michael P. Reis- Aye b. Case Number 2023-ZA-007 Adding the Definition "Substance Abuse Disorder Clinic(s)" to Section 11.2 of the Town of Pulaski Zoning Ordinance. Ordinance 2024-02 The Mayor opened and closed the public hearing as there were no speakers. The motion was made by Mr. Clark and seconded by Mr. Radcliffe to approve Ordinance 2024-02. Gregory C. Resolution 2024-01 Appropriation of Funds The Town Manager reported the first resolution will add funds earned from the VML/VaCO Investment account and for change orders that have been approved with Page 4 of 7/ January 16, 2024 1 phase one of the Calfee project, with those funds are coming from the Calfee Community and Cultural Center. Resolution 2024-02 Appropriation of Funds to Employee Expense The Town Manager reported additional revenues were identified to provide the employees a bonus. Tyler Clontz- Aye Michael P. Reis- Aye 13. Resolution 2024-03 Reappointing Anthony Schrantz to the Town of Pulaski Planning Commission. The motion was made by Mr. Clontz and seconded by Mr. Reis to approve Resolution 2024-03. Gregory C. East- Aye Jeremy L. Clark- Aye Brooks R. Dawson- Aye James A. Radcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Aye 14. Ordinance 2024-03 Adding Chapter 34 Article II Section 34 to the Town of Pulaski Code of Ordinances. The Town Manager reported there is a section of the Town Code that was inadvertently removed which specifies membership on the Industrial Development Authority. Ordinance 2024-04 Changing the Name of the Industrial Development Authority of the Town of Pulaski, Virginia to the Economic Development Authority of the Town of Pulaski, Virginia. The Town Manager reported this name change is more appropriate terminology for the activites that will be undertaken by the Authority. Tyler Clontz- Aye Michael P. Reis- Aye 17. Public Comment Period- No speakers were present. 18. Consent Agenda a. Consideration of December 19, 2023 Town Council Meeting Minutes The motion was made by Mr. Dawson and seconded by Mr. Clark to approve the minutes. Gregory C. East- Aye James A. Radcliffe- Aye Jeremy L. Clark- Aye G. Tyler Clontz- Aye Brooks R. Dawson- Aye Michael P. Reis- Aye 19. Council Comments Mr. Radcliffe thanked town staff for their work in removing snow. Mr. Reis stated there are two telephone poles right beside the road on East Main that may need to be moved back or removed entirely. He also thanked staff for the resolution of the leak on Washington and Fifth Street and suggested Department Heads make presentations of their departments and their wants and needs during the upcoming budget process. Page 6 of 7/ January 16, 2024 1 1 1 Mayor Collins thanked staff for their continued work. 20. Manager's Report The Town Manager thanked councilmen for their comments regarding snow removal by Public Works and reminded residents to let facets drip to prevent water breaks. She stated town staff well deserved the extra Christmas holiday and bonus at the beginning of the year. She reported that Pulaski County Emergency Management will be opening Central Gym for a warming station as well as Taking it to the Streets as temperatures drop. She mentioned Service Awards will be scheduled in February and she will talk with the new Town Manager about touring the firing range, training room, and site for canine facility as well as Public Works yard. The Town Manager reported this is her last official meeting but she will be available when the new Town Manager comes in and also reminded council of moving the meeting on February 6`" to February 81" as the Mayor and new Town Manager will be attending a meeting in Richmond. The motion was made by Mr. Reis and seconded by Mr. Dawson to move the Town Council Meeting scheduled for Tuesday, February 6`" to Thursday, February 81". Gregory C. East- Aye Jeremy L.
