HomeMy WebLinkAbout04-05-24 Town Council Minutes 111 March 5, 2024 1. Mayor called the meeting to order at 6:30 p.m. and asked for a roll call. Gregory C. East- Aye James A. Radcliffe-Aye Mayor Collins- Aye Jeremy L. Clark- Absent G. Tyler Clontz-Aye Brooks R. Dawson-Aye Michael P. Reis-Aye 2. The Mayor asked for a motion to go into Closed Session to discuss the following items: a. VA Code 2.2-3711 (A) 1 (2 items)- Discussion, consideration, or interviews of prospective candidates for employment, assignment, or appointment i. Cemetery Board of Trustees Reappointment ii. Economic Development Authority Application b. VA Code 2.2-3711 (A) 6 (1 item)- Discussion or consideration of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected i. Calfee Community & Cultural Center The motion was made by Mr. Dawson and seconded by Mr. Clontz. Gregory C. East- Aye James A. Radcliffe- Aye Jeremy L. Clark- Absent G. Tyler Clontz-Aye Brooks R. Dawson-Aye Michael P. Reis-Abstained 7:03 p.m. Open Session 3. Certification of Closed Session- The Mayor asked for a motion to certify that only the following items were discussed in Closed Session: a. Tyler Clontz-Aye Brooks R. Dawson- Aye Michael P. Reis- Abstained 4. Mr. Radcliffe lead the audience in the Pledge of Allegiance. 5. Mr. East gave the invocation. 6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online. 7. Modification to Public Session The motion was made by Mr. Reis and seconded by Mr. Dawson to add Resolution 2024- 15 Reappointing Todd Bruce to the Cemetery Board of Trustees to the agenda before the Public Comment Period. New River Valley Regional Commission-Jennifer Wilsie Jennifer Wilsie, Director of Housing for the New River Valley Regional Commission, presented the work being completed throughout the region with affordable housing using the Housing Trust Fund. She stated the Housing Trust Fund is a special bank account that is dedicated to funding affordable housing through public and private funds and those funds are rotated through the New River Valley every five years. She stated each locality would appropriate an annual amount of funds based on the population. Mr. Reis asked how the decision-making works with funding within the five localities in the cycle period. Ms. Wilsie stated applications are reviewed with the review committee when it's the localities turn in the cycle and when there are multiple towns within the locality,the towns alternate on who will receive funding. Mr. Day asked if any other localities have committed to the program. Page 2 of 4/March 5, 2024 Ms. Wilsie stated one other locality has discussed it as an immediate budget amendment but she is hopeful other localities will commit to the program. Mr. Day then asked if there are any private investors have committed. Ms. Wilsie stated she is unable to announce any funding announcements, however there are positive conversations happening. b. People Inc.- Bryan Ailey Bryan Ailey, Vice President and Chief Development Officer for People Inc. presented the revitalization plan for Pulaski Village II. He stated the apartments will be undergoing a rehabilitation process if grants are awarded,the goal of completion would be in 2026. He also requested for a resolution be considered designating the project site as a revitalization area which will increase their score for low income tax credits. He stated the compliance period for these apartments are every fifteen years and there is no financial commitment from the locality. Mr. Radcliffe commented that the apartments are managed well and kept nice. 9. Resolution 2024-14 Declaring Pulaski Village II Project to be a Revitalization Area in the Town of Pulaski, Virginia The motion was made by Mr. Reis and seconded by Mr. Dawson to adopt Resolution 2024-14. Resolution 2024-15 Reappointing Todd Bruce to the Cemetery Board of Trustees The motion was made by Mr. East and seconded by Mr. Radcliffe to adopt Resolution 2024-15. Gregory C. East- Aye James A. Radcliffe-Aye Jeremy L. Clark- Absent G. Tyler Clontz-Aye Brooks R. Dawson- Aye Michael P. Reis-Aye 11. Public Comment Period-No speakers were present. 12. Consent Agenda a. Consideration of February 20, 2024 Town Council Minutes The motion was made by Mr. Clontz and seconded by Mr. Radcliffe to adopt the minutes. Page 3 of 4/March 5, 2024 Gregory C. Council Comments Mr. Dawson asked if community policing could be better implemented to serve the business owners more. Mr. Radcliffe commented on the positive sites on Main Street with businesses opening and encouraged the residents to support the local businesses. Mayor Collins commented on the positive comments from residents and visitors on how Pulaski is growing. 14. Manager's Report Todd Day thanked Council for the opportunity to serve as Town Manager and stated he looked forward to working with Council and staff in the current and future projects. 15. Reminder of Future Council Meeting a. March 19, 2024, Closed Session 5:30 p.m.; Open Session 7:00 p.m. 16.
