Town of Pulaski Planning Commission

Call to Order
Chairman Meyer called the meeting to order at 6:00 p.m. and asked for a roll call. Ms. Hale took the roll, and a quorum was determined with the members present at the time of the roll call. Review and Approval of Minutes
Chairman Meyer called for a review of the March 10, 2025 minutes and asked for a motion to
adopt. The motion was made by Mr. Hale and seconded by Mr. Schrantz. The motion passed unanimously.
Public Hearing (NA) No public hearings were scheduled. New Business
a. Introduction of New Members
Mr. Turcotte stated he is new to the town, just moved from Florida, and looks forward to working with it.
Mr. Compton stated he was raised in Pulaski County and is getting ready to move into his
home in the town. b. Review New Planning Commission Handbooks
Ms. Hale reviewed the contents of the handbook, which contains the zoning ordinances,
comprehensive plan, and the land development guide and reference guides that pertain to the Planning Commission’s role in the community.
Chairman Meyer asked that State Code references be added to the handbook.
c. MacGill Park Letter
Manager Day stated a developer was looking at and interested in developing MacGill Park, but because of the letter written by the Planning Commission to Town Council in 2023 he had no intentions of pushing the development any further and asked
commissioners if they had any potential plans or history that would educate him on what
he could do to help the property. Chairman Meyer stated the property was for recreation with a baseball and football field, walking track, skateboard park, and tennis court, and it is the only open space on that side
of town and in the future land use map as open space. When the Comprehensive Plan was
reviewed in 2023, the map had changed to it being a high-density residential area, which it never was, and the Planning Commission never recommended it, never mentioned it; they had mentioned to keep it as open space, if possible.
Manager Day stated back in 2003 that a number of entities did a housing study and the
need for modern housing is needed in Pulaski, and he’d like to work with the Planning Commission for what their intentions are for the property. Chairman Meyer stated that a conversation with the Town Council and staff would be
beneficial and he believes there is an opportunity to do multiple things in that space that
would benefit the community and the town. Old Business (NA) No old business was discussed.
Staff Report (NA) No staff report was discussed. Commissioner Comments
Manager Day gave a quick update on the 177-acre development, that contracts are ready to be
signed and that the comprehensive plan needs to have that development added to it. Chairman Meyer stated he doesn’t believe the commission has reviewed it, and it would need to be reviewed to see how it fits and the zoning issues. He also stated his concerns with the
crossover from Memorial Drive onto Pepper’s Ferry.
Manager Day stated that everything will be VDOT standards. Vice-Chairman Schrantz asked if there was an update for the Planning and Zoning Administrator
and if it could be contracted out.
Manager Day stated that a current employee has expressed interest in it, but there were very few outside applicants and that duties are being covered by multiple employees currently but he has
not looked to see if contracting that position out is an option or not.

The motion was made by Mr. Hale and seconded by Mr. Clark to adjourn the meeting at 6:30 p.m. The motion passed unanimously.

Pulaski Planning Commission:
As Town Manager, and on behalf of the Pulaski Town Council, I am writing to formally request
that the Planning Commission consider a zoning change for approximately 177 acres of land owned by the Town of Pulaski. I respectfully request that a majority of this property be changed to R-3 Residential as indicated on the drawings, with small portions reclassified as B-2 to allow for necessary commercial amenities to serve the residents of our community. This rezoning
request includes the existing building owned by SHAH which lies immediately next door to the
hospital which has a tax map number of #063-25-25A. The undeveloped property in question is strategically located between Route 11, Peppers Ferry Road, and Memorial Drive and presently has a majority zoning of R1. The tax map numbers of
the properties being requested for rezoning are Parcel IDs #63-1-219, #63-1-220 and #63-42-1.
This proposed development represents one of the largest planned housing projects in the New River Valley (NRV) and presents a tremendous opportunity for our community. In addition to addressing critical housing needs, it is anticipated that the development will significantly expand our local tax base—ultimately reducing the pressure to raise taxes or service fees on existing
residents and businesses.
I look forward to working with the Planning Commission to move this project forward. I will be available to answer any questions or provide additional materials necessary to assist in your review.
