Call to Order
Chairman Meyer called the Planning Commission to order at 6:00 p.m.
Roll Call of Commission
A quorum was determined with seven commissioners present.
Review and Approval of Minutes
Chairman Meyer asked if there were any comments on the January meeting minutes. Mr. Hall motioned to approve the meeting minutes and Mr. Schrantz seconded the motion. The motion passed
unanimously on a voice vote.
Public Hearing
Old Business
Tabled Vote From: A request from Shah Development for a Special Exception for property located at 2460 Lee Highway [tax parcel(s) 063-25-25A] in the R-1, Single Family Residential District,
for “Hospital or Health Center”.
Ms. Smith, Town Planner, gave an overview of the amendments that the applicant submitted. She stated that the applicant had listed the uses that would be permitted if granted the special
exception.
Chairman Meyer explained that would prefer the listed uses be exclusionary.
Discussion was held regarding the correct uses to exclude.
Mr. Taylor motioned to recommend approval to Town Council the special exception with the following conditions: The special exception shall exclude the following uses:
Hospitals; Nursing Homes; Continuing Care Facilities; Alcohol, Substance Abuse, and Drug Treatment Centers; Sanitariums; Hospices; Facilities for the Residence or Care for the Elderly,
Handicap, or Chronically Ill; Residential Facilities for Nurses and Physicians and Mr. Schrantz seconded the motion. The motion passed on the following roll call vote:
Chairman Meyer – Aye Mr. Hale – Absent
Mr. Hall – Aye Mr. Neice - Absent
Mr. Schrantz – Aye Ms. Arthur – Absent
Mr. Taylor – Abstain
Comprehensive Plan Update
Aphi Fancon, from the NRVRC, gave an update on the Comprehensive Plan’s goals and objectives.
A discussion regarding parking minimums occurred.

With there being no further business to discuss, Chairman Meyer adjourned the meeting at 8:45 p.m.
