Call to Order
Chairman Meyer called the Planning Commission to order at 6:00 p.m.
Roll Call of Commission
A quorum was determined with four commissioners present.
Review and Approval of Minutes
Mr. Meyer asked if there were any comments on the July meeting minutes. Mr. Seigfried motioned to approve the meeting minutes and Mr. Hale seconded the motion. The motion passed unanimously
on a voice vote.
Mr. Meyer asked if there were any comments on the August meeting minutes. Mr. Seigfried motioned to approve the meeting minutes and Mr. Hale seconded the motion. The motion passed unanimously
on a voice vote.
Staff Report
Tiny Home Discussion
Ms. Smith explained that staff recommends that tiny homes be defined using DHCD’s guidelines and that tiny homes should not be the primary dwelling in existing neighborhoods. She continued
by saying that as long as site-
development regulations are met a secondary dwelling may be permitted as a mother in-law suite in existing neighborhoods.
Mr. Seigfried stated that he wanted to spur the discussion for someone who may come in and request a tiny home. He continued that the architecture of the home is more important to the
integrity of the neighborhood. Mr. Seigfried also said that wanted more than just mother-in-law suites.
Ms. Smith explained that staff wasn’t recommending exclusively mother-in-law suites.
Mr. Meyer asked if it was a mother-in-law suite and the mother-in-law dies then what happens?
Mr. Seigfried noted that there are restrictions in the R-1 district about how many unrelated people can reside on the property.
Ms. Smith agreed.
Mr. Meyer explained that his house could be a duplex and there is a duplex across the street and it’s not a problem. He continued that there are places where there are multiple families
living on one parcel.
Mr. Schrantz asked what townhomes and duplexes fall under zoning wise.
Mr. Meyer explained that R-3 can have townhomes, duplexes, and apartments where R-2 can have two family dwellings.
Mr. Seigfried brought up parking restrictions to prevent street parking for people dwelling the tiny homes.
Mr. Schrantz asked if a tiny home district could be created. He stated that hid experience with tiny homes are small tourist attractions.
Mr. Meyer agreed that he liked tiny homes as its own zoning.
Mr. Seigfried asked if there was a spot for a rezoning or new district.
Mr. Meyer stated that the Planning Commission would put it in writing.
Mr. Schrantz asked for a sub category in R-3.
Mr. Meyer told the commissioners to think about the sub category before making a motion.
He stated that the commission needed to define what a tiny home is.
Mr. Meyer stated that adding it to R-3 could add it to the majority of the residential area.
Mr. Seigfried stated that he would like to see tiny homes in R-3 and R-2.
Ms. Burcham asked if Mr. Seigfried was still looking to move out of town.
Mr. Seigfried stated that was personal due to financial reasons.
Mr. Schrantz asked for clarification if tiny homes were going to be listed in R-2 and R-3.
Mr. Seigfried said R-3 would be a good place to start.
Mr. Meyer asked if that was enough information to go on.
Ms. Smith said it was.
Shelters Placement Discussion
Ms. Smith explained the current draft of the shelter definition.
Ms. Smith clarified that the current shelter definition doesn’t limit when the shelter could operate.
Mr. Schrantz stated that he liked the idea of not restricting when a shelter could operate.
Ms. Smith responded that if the commission wanted to restrict when a shelter could operate the commission could do that during the special exception phase.
Mr. Meyer stated that the commission could create a less restrictive definition and then the commission can consider which districts can have shelters while using special exceptions.
Mr. Seigfried agreed that the flexibility would be good.
Mr. Meyer asked Ms. Smith if she understood what was needed.
Ms. Smith repeated back the definition and explained the process that would ensue.
Mr. Meyer stated that he was okay with advertising for B-2 and B-3 as well as the definition.
Mr. Schrantz stated that shelters was a time sensitive matter.

With there being no further business to discuss, Mr. Meyer adjourned the meeting at 7:15 p.m.
