Town of Pulaski Planning Commission
October 19, 2021

1. Call to Order
Chairman Meyer called the Planning Commission to order at 6:30 p.m.
2. Roll Call of Commission
A quorum was determined since six of the seven commissioners were present.
3. Public Hearing
a. Case 2021-07SE Request for Special Exception-Junkyard/Automobile
Graveyard at 535 and 609 Commerce Street.
Mr. Brady Deal presented Case 2021-07SE Request for Special Exception-
Junkyard/Automobile Graveyard at 535 and 609 Commerce St. He stated that the
vacant lot will be used for storage of vehicles that have been towed. Mr. Gibas and Mr.
Dalton are aware that the property will need to have screening on the front to keep the
wrecked vehicles out of view. The special exception is for this business "Good Ole
Boys Towing and Recovery". Mr. Deal stated when/if it leaves the property, the special
exception will be null and void.
The Mayor opened hearing on behalf of Town Council
Chairman Meyer opened the public hearing for the Planning Commission
Mr. Joseph Goodman expressed his views on vehicle graveyards and asked if there are
time limits on the storage and can they be used for boats and RVs.
Mr. Deal informed Mr. Goodman that there is no time limit on storage. Mr. Deal said he
would look into the boat and RV issue further.
The Mayor Closed the Town Council's Public Hearing.
Chairman Meyer closed the Planning. Commission's public hearing.
b. Case 2021 -08RZ to rezone 1 Corbin Harmon Drive from R- Two Family
Residential to R-0 Residential Office District.
Mr. Brady Deal presented the re -zoning request of the Calfee School. The building will
be used for child care, a museum, open kitchen and office space. Mr. Deal stated that
Ms. Jill Williams and Mr. Joseph Goodman represented the applicant and property
owner.
The Mayor open the public hearing.
Chairman Myer opened the public hearing.
There was no comment so both bodies closed the public hearing.
The Planning Commission then left the Council Chambers and continued meeting in the
Engineering Conference Room.
Chairman Meyer asked the Planning Commissioners if there were any further
comments on Case 2021-07SE.
The Commissioners asked Mr. Deal if he could provide any further information as it
pertains to Mr. Goodman's questions/concerns.
Mr. Deal stated that the special exception would permit an automobile graveyard and
junkyard and that the delineation between the two, junkyard and automobile graveyard,
infers that junk does not have to mean automobiles. Therefore, he said it would be hard
to restrict the applicants from storing boats, RVs, etcs.
Chairman Meyer asked the applicants how many vehicles could be stored on the lot.
The applicants responded 20-25 vehicles with enough room to navigate their trucks.
A brief discussion ensued amongst the commissioners regarding the surrounding
properties and viewshed of the lot.
With no further comment, Chairman Meyer asked for a motion as it pertains to the
matter. Ms. Jonas made a motion to recommend to Town Council approval of the
Special Exception as requested. Mr. Seigfried seconded the motion.

The motion passed 5-0 on the following roll call vote:

Chairman Meyer asked the Planning Commission if there were any further comments
on Case 2021-08RZ.
With no further comment, Chairman Meyer asked for a motion as it pertains to the
matter. Mr. Conner made a motion to recommend to Town Council approval of the
Rezoning as requested. Ms. Belcher seconded the motion.
The motion passed 5-0 on the following roll call vote:

4. Old Business
a. Comprehensive Plan Update
i. Working Group Report
ii. Survey Analysis
iii. Future Land Use
(Mr. Deal was in the Council Chambers presenting the recommendations to Town
Council for a significant amount of time and therefore missed a large portion of this part
of the Planning Commission meeting. There was a not a recording device in the room
and therefore, no minutes were recorded.)
When Mr. Deal returned, Aphi had just wrapped up the survey analysis and was moving
on to the Future Land Use Discussion.
Aphi told the commissioners that the current FLU map is confusing for staff because it
does not delineate types of desired future development within each category. A
discussion ensued amongst the members of the Planning Commission regarding these
various residential / commercial areas and whether or not they would like to have
certain areas designated for higher and/or lower density development to guide staff.
Also, Aphi presented to the commissioners a map of the downtown to discuss the
intensity of uses that the current FLU would seemingly encourage in the downtown
which would not be compatible with desired downtown development.

She asked the commissioners if they would like her to further examine possible
amendments to the Future Land Use map that would indicate target areas for low to
medium density residential and differing degrees of intensity for commercial areas. A
verbal consensus was given in support of continuing this discussion at the meeting in
November.
5. Adjournment
With there being no further business to discuss, Chairman Meyer adjourned the meeting
at 8:24 p.m.
