1. Mayor called the Meeting to Order at 6:02 p.m. and asked for a roll call.

2. Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with legal counsel about zoning
matters and special exceptions.
b. VA Code 2.2-3711 (A) 7 (1 item)- Consultation with legal counsel about probable
litigation- PSA Collection System Agreement.
c. VA Coed 2.2-3711 (A) 1 (1 item)- Appointments to the Planning Commission
and Pulaski Redevelopment and Housing Authority.
The motion was made by Mr. Reis and seconded by Mr. Dawson.

3. Certification of Closed Session- The Mayor asked for a motion to certify that only the
following items were discussed:

7. Modification of Public Session- Mr. Reis asked for a motion to add appointments to the
7Planning Commission and Pulaski Redevelopment and Housing Authority.

8. Commendation- Delegate Marie March and Delegate Will Morefield
The Mayor read the Commendation for Delegate Marie March and Delegate Will
Morefield
The motion was made by Mr. Dawson and seconded by Mr. Radcliffe to approve the
commendation.

The Mayor presented the award to Delegate Marie March. Ms. March accepted the award
on behalf of Delegate Will Morefield.
Mr. Radcliffe thanked the two delegates for their work in Richmond in regards to the
Town's participation in the New River Valley Criminal Justice Academy.
Ms. March spoke about her role in politics and her willingness to help local rural
communities. Ms. March thanked the municipality for the commendation and their
willingness to work with their delegates.
9. Public Hearing
a. Case 2022-1OSE Taking it to the Streets/ Charlie Barbettini Special Exception for
property located at 235 N. Jefferson Ave [tax parcel(s) 072-32-2-13, 072-32-2-11]
for mixed use building. Ordinance 2022-19. Caroline Smith gave the staff report
regarding the special exception request to allow a full-time live-in attendant for
the warming station. The Planning Commission recommended approval for the
special exception request on a 4-0 vote with conditions.
The Mayor opened the Public Hearing.
Vicky Goad spoke on behalf of First United Methodist Church stating the church
financially supports the Warming Station and their mission to help the residents.

Mr. Barbettini thanked staff for their participation in approving the Warming
Station. Mr. Barbettini also gave an update on their progress on the Warming
Station building and their plans for the live-in attendant.
The Mayor closed the Public Hearing.
The motion was made by Mr. Radcliffe and seconded by Mr. Reis to approve the
special exception with conditions.

10. Presentation

a. Update on West Main Water Line, Streetscapes, and Two -Way Traffic
Bill Pedigo and Scott Aust with the Engineering Department gave an update on
the water line project on West Main Street, the plans to convert Main Street into
two-way traffic, and to better utilize the plans for the streetscape project.
Mr. Reis asked if the traffic lights on Main Street would be changed to indicate a
four- way stop and asked if there would be drawings for people to better visualize
the plan.
Mr. Aust confirmed that the traffic signals would be changed to four- way stops
and noted that the designs for the streetscapes and sidewalks are being finalized
with them available for review within the next month.
The Town Manager added that the delay in completing the three projects is
mainly due to the reviews at the state and federal levels. She asked Mr. Pedigo to
elaborate on the benefits of the water line replacement which will provide
increased water and fire flow to service both to domenstic and businesses and
allow sprinkler capability at a lower cost.
11. Ordinance 2022-21 Trash Ordinance
The Town Manager explained the major changes in the trash ordinance with penalties if
individuals did not store/remove trash promptly.

ordinance.

12. Resolution 2022-47 Fee Schedule

The Town Manager explained the required amendment to the FY 2022-2023 fee schedule
to include the fee for trash collection.
The motion was made by Mr. Reis and seconded by Mr. Penn to approve the resolution.

13. Modification to Public Session- Appointments to the Planning Commission and Pulaski
Redevelopment and Housing Authority.
The motion was made by Mr. Reis to approve Rachel Arthur to the Planning Commission
and Michelle Poore to the Pulaski Redevelopment and Housing Authority with the formal
resolution with term dates available at the next meeting.

14. Public Comment
a. Robert Runions of Birch Street spoke regarding his with concerns of the trash
service and his two properties that are not occupied but have water service.
The Town Manager responded that the approved ordinance allows for
certification that if the property is unoccupied it would not require trash service
for that property.
b. Tracy McAfee of Pleasant Hill thanked council for the sidewalks on Memorial
Drive. Mr. McAfee asked if the speed limit would change eventually on Rt 99 to
Interstate 81 from 55 mph to 45 mph.
Mr. Pedigo stated the change in the speed limit would be handled by VDOT and
they are currently doing a speed study as that section of road is located in the
county.
c. Ike Jeanes of Spruce Street shared with the council his analysis of the financial
increase for those residents that are on currently `low volume' users of trash
service and asked for council to reconsider the fee for those residents.

16. Council Comments

Mr. Dawson stated he is excited to see the downtown streets convert to two-way, stating
that will have a huge impact for our small businesses with more people seeing what we
have downtown. Mr. Dawson thanked the Town Manager for her explanation of the new
trash service and encouraged residents and businesses who have questions to contact the
Town instead of a third party. Mr. Dawson also asked for consideration at some point of
the 35-mph speed limit on Rt 11 past Pulaski Hospital to the traffic light at the
elementary school stating he thought it could be transitioned to 45 mph.
Mr. Radcliffe stated he was very impressed with the Christmas Parade this year and
thanked staff and volunteers for the event. He also stated he was looking forward to the
changes in the downtown area.
Mr. Clontz asked if more signage could be added for those businesses on West Main
Street while Main Street is closed due to the waterline project.
Mr. Reis stated the Christmas Parade was great and thanked those involved. He also
stated he anticipated hiccups with the new trash service but asked residents to be patient
and reach out with questions.
Mayor Collins stated he had gotten reports that the sidewalk on 9th Street needs to be
fixed as well as the sidewalks on Randolph Ave. Mr. Collins stated there are complaints
of the train horn at 3am every morning and he was not happy that Main Street was closed
the night before the Christmas Parade. Mr. Collins encouraged residents to support the
West Main Street businesses while West Main Street is closed. Mr. Collins stated that
the Town is moving forward and is looking better than ever and we need the support of
our small businesses.
17. Manager's Report
The Town Manager noted the locations where signage has been placed for downtown
business parking while the street is closed and noted we will continue to look for ways to
market the downtown area. She reported that customers at the Jackson Park Inn have
complained about the train whistle and the owners have submitted a request for a `quiet
zone' from Randolph St. to Washington Ave during the overnight hours. She stated she
will forward the request to Norfolk Southern with the approval of the council and noted
that the Jackson Park Inn has stated they would cover expenses to conduct the study by
Norfolk Southern. She reported the Christmas Parade was one of the largest and

reminded council of Mr. Penn and Mr. Pedigo's retirement receptions on December 201n
and December 22°d and invited staff and residents to attend.
18. Reminder of Future Council Meetings
a. Cancellation of January 3, 2023 Town Council Meeting
b. December 20, 2022- Closed Session 6:00 p.m.; Public Session 7:00 p.m.
19. There being no further business, the Mayor adjourned the meeting at 8:15 p.m.
