Resolution in Support of FY27 Community Project Funding Request
for Project Revitalize- Phase One in the Town of Pulaski, Virginia
WHEREAS, the Town of Pulaski, Virginia has identified a concentration of vacant,
deteriorated, and structurally unsafe residential properties within its downtown neighborhoods;
and
WHEREAS, these properties pose documented public safety risks, contribute to neighborhood
decline, and discourage private reinvestment; and
WHEREAS, the Town has initiated Project Revitalize, a targeted effort to acquire, remediate,
demolish, and stabilize blighted properties in order to eliminate unsafe conditions and prepare
sites for future residential redevelopment; and
WHEREAS, the Town has already invested local funds toward the demolition of certain unsafe
structures and continues to dedicate municipal resources toward acquisition, code enforcement,
and project administration; and
WHEREAS, the Town of Pulaski, Virginia intends to request up to $1,000,000 in Fiscal Year
2027 Community Project Funding under the Transportation, Housing and Urban Development
(THUD) Appropriations bill within the Economic Development Initiatives (EDI) account to
support acquisition, environmental review, demolition, and site stabilization activities for up to
twenty blighted residential properties; and
WHEREAS, this project meets the Community Development Block Grant National Objective of
Prevention or Elimination of Slums or Blight and will support neighborhood stabilization,
workforce housing development, and long-term community reinvestment;
NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of Pulaski,
Virginia hereby expresses its full support for the submission of the FY27 Community Project
Funding request for Project Revitalize — Phase 1; and
BE IT FURTHER RESOLVED that the Town Council authorizes the Town Manager and
appropriate staff to prepare and submit all necessary documentation in support of this request;
and
BE IT FURTHER RESOLVED by the Town Council of the Town of Pulaski, Virginia sitting
in regular session this 3rd day of March 2026 that the Town of Pulaski, Virginia commits to
administering any awarded funds in accordance with all applicable federal, state, and local
requirements.
This resolution is effective upon adoption and is hereby adopted on this 3rd day of March 2026
by the duly recorded vote of the Town Council of Pulaski, Virginia as follows:
